In the past six weeks, report after report has confirmed that the poor have got poorer under New Labour. It now seems that arts education hasn’t escaped either. A damning new report from the Clore Duffield Foundation yesterday revealed just how bad the divide is when you strip away the box-ticking spin. ‘Dedicated space for art’ = storage cupboard. ‘Artist in residence’ = one-day workshop. There’s much more, in horrifying detail. What the report doesn’t offer is long-term comparison figures; is arts spending/teaching per pupil, in real terms & measured by social class, better or worse now than 1974?
